Lauren Clegg is a member of the firm’s pipeline and LNG safety and regulation practice who represents oil and gas pipeline, terminal and LNG facility operators on traditional and renewable energy, transportation, cybersecurity and safety-related legal matters tied to gathering, transmission and distribution pipeline systems. She draws on her experience from serving at the Pipeline and Hazardous Materials Safety Administration (PHMSA) and her unique knowledge of federal pipeline, LNG, and hazardous materials safety regulation and policy to advise her clients on complex regulatory compliance, enforcement defense, litigation, and government relations.
Prior to joining Bracewell, Lauren served for a decade in PHMSA’s Office of Chief Counsel. She held various positions in the Office, including deputy assistant chief counsel for the Pipeline Safety Division and attorney advisor to the Southwest Region based in Houston. Lauren advised PHMSA leadership and her division on a wide array of issues, including congressional affairs, rulemaking policy, regulatory enforcement, litigation strategy and inter-agency coordination with the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE), the Transportation Security Administration (TSA) and the Cybersecurity and Infrastructure Security Agency (CISA). Lauren acted as managing attorney on PHMSA’s leak detection and repair rulemaking, advised the agency on energy transition initiatives and updates to carbon dioxide standards in anticipation of innovation in hydrogen and carbon capture, utilization and storage, coordinated with TSA and CISA in the development of critical cybersecurity directives and proposed rules, and oversaw PHMSA’s review of LNG siting applications in coordination with FERC.
Lauren previously served with the Social Security Administration’s Office of Appellate Operations and as a post-graduate legal fellow with the US Department of Homeland Security’s Office for Civil Rights and Civil Liberties. Before law school, Lauren was a financial analyst at a global investment firm.
