About Kyle

Kyle Spencer is an experienced and passionate advocate who works at the intersection of law and public policy. He has extensive experience in the energy and chemical industries, focusing on environmental, air quality and safety issues.

Kyle joined the firm from the American Petroleum Institute (API), where he was a policy advisor responsible for advancing member interests through public testimony and written comments before federal agencies, including the Environmental Protection Agency, Occupational Safety and Health Administration, Office of Management and Budget and US Chemical Safety and Hazard Investigation Board. In nearly four years of representing API’s vast membership, Kyle worked on issues affecting every segment of the energy industry.

Earlier in his career, Kyle served as a lawyer at the US Chemical Safety and Hazard Investigation Board in Washington, DC, where he advised the agency on policy and litigation matters. Before moving to Washington, Kyle served as a law clerk and Governor’s Fellow in the office of then-Governor Michael R. Pence of Indiana.
