Glenn Opel Named President of American College of Bond Counsel; Jonathan Frels and Victoria Ozimek Elected Fellows

HOUSTON – The American College of Bond Counsel (ACBC) announced that W. Glenn Opel, co-chair of Bracewell’s public finance practice, has been elected president, effective October 13, 2022. In addition, Bracewell partners Jonathan K. Frels and Victoria N. Ozimek have been elected Fellows.

Opel, a partner in Bracewell’s Austin office, currently serves on the ACBC board of directors and is a past ACBC treasurer. He focuses his practice on public finance, infrastructure and transportation development, and public/private partnerships.

Frels, a partner in Bracewell’s Houston office, serves as bond counsel, underwriter’s counsel and disclosure counsel in public finance transactions for school districts, cities, counties, state agencies, navigation districts, port authorities, economic development corporations, water districts and water authorities.

Ozimek, a partner in Bracewell’s Austin office, offers legal advice to clients regarding all aspects of tax advantaged obligations, from vetting the tax issues on proposed financing structures to assisting issuers with post-issuance compliance matters such as remedial actions and private business use analyses.

Formed in 1995, the ACBC is a national organization that recognizes lawyers who have distinguished themselves among their peers for their skill, experience and high standards of professional and ethical conduct in the practice of bond law.

Eleven current Bracewell lawyers have been named ACBC Fellows, including Opel and Barron F. Wallace, who presently serve on the ACBC board of directors.
