Bracewell’s Scott Segal was quoted by Forbes from his remarks in a recent virtual press event hosted by the United States Energy Association, where many panelists agreed that the solution for increased energy production lies not in a single source but in an all-of-the-above energy strategy.

To embrace this strategy, Segal challenged some environmental points by maintaining that “externalities” have broader applications than just health and environmental costs not included in energy prices.

“You can’t just consider externalities associated with coal mining,” he says. “You must also consider what happens to those least able to afford high energy costs – for their household budgeting.”

Segal noted that Bracewell polled communities near oil refineries, finding they were “favorably disposed to the continued operation and expansion” of plants. “The frontline communities’ concerns are being addressed through the permitting process.”
