WASHINGTON, DCE. Dee Martin, Scott H. Segal and Timothy J. Urban have been named to The Hill’s Top Lobbyists list for 2024.

Martin, who co-chairs Bracewell’s Policy Resolution Group (PRG), has been instrumental in working with Congress, the White House and the US Department of Energy to help global energy leader Air Liquide attain its energy transition goals. Her efforts have been pivotal in educating policymakers and creating opportunities for hydrogen use to help the nation attain its decarbonization goals. She has been recognized for eight years in a row.

Segal, who co-chairs PRG with Martin, has been recognized for the 18th consecutive year. He has more than three decades of experience across a broad range of policy and communications issues and is recognized for providing pivotal support for conventional and clean energy initiatives. Segal represents major fuel producers, electric utilities, renewable energy and energy and manufacturing trade associations.

Urban, who leads the firm’s tax policy practice, is an experienced tax lobbyist who has advocated for clients on every major tax bill introduced in Congress over the past 20 years. This year, he represented Clean Fuels Alliance America, a leading biofuel trade association, and Plug Power, a hydrogen energy equipment manufacturer, helping educate administration officials and lawmakers on technical issues associated with energy tax credits.
