WASHINGTON, DC – Bracewell LLP’s Paul S. Maco will receive the National Association of Bond Lawyers’ Frederick O. Kiel Distinguished Service Award in recognition of his extraordinary service to the NABL. The award will be presented at the NABL U’s The Workshop in Chicago on October 13, 2021.

Maco served on the NABL board from 1989 to 1992. He was also awarded The Carlson Prize by the NABL in 2009. A frequent speaker at NABL conferences, Maco is the long-time author of the “Federal Securities Law” column in The Bond Lawyer from The Journal of the National Association of Bond Lawyers.

From his time as a young staff lawyer in the SEC Division of Enforcement, Maco has been involved in the formation of SEC municipal disclosure requirements. He was engaged in the SEC investigation of and reports on the City of New York in the late 1970s and, throughout his career, in other key events of SEC municipal disclosure requirements formation. Maco also worked for the SEC chairman, found and served as the first director of the Office of Municipal Securities, participated in drafting the 1994 continuing disclosure amendments to SEC Rule 15c2-12, and advised the SEC on the Orange County California default and more than 100 enforcement actions against municipal market participants. Since returning to private practice in 2000 to build his current practice, Maco has been special disclosure counsel in several complex matters, including the “Big Dig” of the Massachusetts Turnpike Authority while it was under SEC investigation.
