Prominent House Republicans are privately negotiating on budget and expiring tax cuts and had settled on a budget of $4.7 trillion. But that figure would make it difficult to meet President Trump’s policy priorities.

Bracewell’s senior political strategist Liam Donovan told POLITICO that the $4.7 trillion figure “is an implicit acknowledgement that something will have to give. There will absolutely have to be trade-offs. You simply can’t fit it all into that.”
