WASHINGTON, DC – Bracewell LLP announced today that Lauren M. Clegg has joined the firm’s Washington, DC office as counsel in the energy regulatory practice. Clegg joins the firm after a decade at the Pipeline and Hazardous Materials Safety Administration (PHMSA) within the U.S. Department of Transportation, where she was most recently the deputy assistant chief counsel for the Office of Chief Counsel in PHMSA’s Pipeline Safety Division.
Clegg served as the deputy assistant chief counsel in the Office of General Counsel for PHMSA’s Pipeline Safety Division from 2022 to 2025. She acted as a legal expert on federal regulatory issues related to gathering, transmission and distribution pipeline systems and the transportation of gas and hazardous liquids, as well as LNG facilities. In addition, Clegg advised PHMSA’s leadership on issues concerning congressional affairs, rulemaking policy, regulatory enforcement, and litigation strategy. From November 2015 to December 2021, Clegg was an attorney advisor to PHMSA’s Southwest and Southern Regions, providing legal direction on rulemakings, federal appeals, environmental impact analyses, enforcement actions, waivers, information disclosures, and congressional and oversight agency inquiries.
Clegg will focus her practice at Bracewell on federal regulatory and compliance issues related to pipeline and LNG safety, cybersecurity, and hazardous materials.
