About Timothy

Timothy focuses his practice on project development and project finance in the energy sector. He has acted for sponsors, sovereigns, multilateral development institutions, commercial lenders and other financial institutions on a broad range of energy projects, including upstream oil and gas, power and petrochemicals, in emerging markets.

Prior to joining Bracewell, Timothy spent 10 months on secondment to Lekela Power, a power developer company focusing on renewable energy projects in Africa. Timothy also has experience in shipping and aviation finance, and has previously worked in Hong Kong and Shanghai.

ADB, EBRD, BSTDB and Bank of China Limited, London — advised the finance parties on the $1 billion project financing in relation to LUKOIL’s participating interest in the Shah Deniz project in Azerbaijan. Awarded “European Oil & Gas Deal of the Year” at the 2015 IJ Global Awards*

IFC, AIIB, CDC, AfDB, OeEB and Finnfund — advised the lenders on the $600 million financing for the construction of 13 solar power plants with a combined capacity of 590 megawatts in Egypt under the second round of the country’s 2,000 megawatt feed-in tariff programme. Awarded “Multilateral Deal of the Year” at the 2017 PFI Awards*

Lekela Power — advised the sponsor on its acquisition, financing, development, construction and operation of the 158 megawatt Taiba N’Diaye wind power project in Senegal financed by OPIC and EKF Denmark’s Export Credit Agency. Awarded “African Wind Deal of the Year” at the 2018 IJ Global Awards*

KEXIM, IFC, EBRD and other senior lenders — advised the lenders on the $900 million project financing of ACWA Power's 950 megawatt power station in Kirikkale, Turkey, the first limited recourse project financing of gas fired IPP since the introduction of the Electricity Market Law in 2001 in Turkey. Awarded “Middle East Power Deal of the Year” at the 2014 PFI Awards*

Hajr for Electricity Production Company — advised the project company on ongoing project development and operational matters in connection with the $2.8 billion 3,927 megawatt Qurayyah IPP in Saudi Arabia*

National Commercial Bank Jamaica Limited, JCSD Trustee Services Limited and the commercial lenders — advised the agents and finance parties on post-financial close matters on the $330 million project financing of the 190 megawatt LNG-to-power Old Harbour IPP in Jamaica*

ADB — advised ADB on a bilateral loan facility in the amount of $500 million, backed by a sovereign guarantee from the Azerbaijani state, to Southern Gas Corridor CJSC to support the development of the Shah Deniz project*

Deutsche Bank AG, London Branch — advised Deutsche Bank AG, London Branch on the $524.5 million syndicated loan facility, backed by (i) a sovereign guarantee from the Azerbaijani state and (ii) a partial credit risk guarantee by ADB, to Southern Gas Corridor CJSC to support the development of the Shah Deniz project*

Sponsor bidding consortium — advised the sponsor bidding consortium on its bid in relation to the $1 billion plus project financing for the construction of a desalination plant under a BOT contract with CODELCO in Chile*

Sponsor bidding consortium — advised the sponsor bidding consortium on its bid in relation to the principal project documents for Jordan’s first project-financed energy storage system tender*

Sponsor bidding consortium — advised the sponsor bidding consortium on its bid in relation to the principal project documents in respect of the development of two solar PV IPPs under separate companies, with a combined installed capacity of 100 megawatt in Saudi Arabia*

IFC and other investors — advised the consortium of investors (including IFC) in the contribution of $117.5 million of equity to build the Lekela Power platform in Africa with the aim of constructing over 1,300 megawatt of new power capacity in Africa by 2018*

Bank Muscat S.A.O.G. — advised Bank Muscat S.A.O.G. on the principal project documents for the Marubeni-led consortium for the 105 megawatt Amin solar PV IPP project in Oman*

ING Bank N.V. — advised ING Bank N.V on the financing of a naval and jet fuel storage project in Oman*
