Trump Plans to Revise Environmental Law to Hasten Construction Projects

Bracewell’s Ann D. Navaro, who spent more than 25 years as a top litigator and policy adviser at the Interior and Justice departments and US Army Corps of Engineers, said in an interview with The Washington Post that the National Environmental Policy Act (NEPA) was intended to help policymakers make informed decisions but that it has become unwieldy.

“There was no intention for NEPA to require endless reams of paperwork and a kitchen sink approach to environmental reviews,” she said, adding that reports can sometimes run to 500 or even 1,000 pages. “It’s paralyzing, and it’s not useful to the decisionmaker.”

President Trump plans to overhaul federal law to maintain the core objectives of NEPA, while eliminating endless delays on worthwhile projects.
