HOUSTON – Bracewell & Giuliani LLP welcomes Scott A. Sherman as senior counsel in the firm’s Houston office. Sherman focuses on environmental law, specifically in the area of corporate liability management and regulatory strategies for addressing issues at the intersection of energy and the environment. He joins the firm’s environmental strategies group, which assists companies in the energy, manufacturing, technology and other sectors in solving complex and often high-profile environmental issues.
Over the past two decades, Sherman has directed federal and state regulatory programs, advised Fortune 100 companies on risk reduction and asset management, and driven to resolution permitting, compliance and enforcement issues at regulated facilities.
“Scott brings a depth of experience that will be immensely valuable to our environmental practice group clients,” said Mark C. Evans, managing partner for Bracewell & Giuliani. “His diverse background gives him unique insight on environmental matters from a business perspective, which is a tremendous asset to our firm.”
Prior to joining Bracewell, he was senior environmental counsel at Occidental Petroleum Corporation and corporate environmental affairs director at Hess Corporation. During this time, he engaged in complex negotiations with federal and state regulators to address long-term liabilities and bring closure to enforcement actions. Sherman’s work also centered on the identification and management of corporate environmental liabilities and risk, with particular experience in asset acquisition, new market entry and emergency management.
Sherman previously served as the Associate Assistant Administrator for the Office of Solid Waste and Emergency Response (OSWER) at the U.S. Environmental Protection Agency in Washington, D.C. During his tenure at EPA, he also served as the Agency's Associate General Counsel for Solid Waste and Emergency Response. Sherman also served as Assistant General Counsel at the Texas Commission on Environmental Quality and as a counselor to the Chairman of the Railroad Commission of Texas.

Sherman is a graduate of the Harvard School of Law and received his undergraduate degree from the University of Texas in Austin.
