Trump’s Power-Plant Proposal May Increase US Carbon Pollution

The Trump administration is poised to replace former President Barack Obama’s Clean Power Plan with the Affordable Clean Energy rule. Bracewell Partner Jeff Holmstead tells Bloomberg that the Environmental Protection Agency (EPA) has no direct impact on the speed of any decisions.

“It’s a fact that the power market is changing, but EPA doesn’t have any authority to speed that up or to slow that down,” said Holmstead, a former assistant EPA administrator. “Its authority under this section of the Clean Air Act is to minimize emissions from individual plants.”
