Frels to Present at TASBO

Partner Jonathan Frels presented at the Texas Association of School Business Officials (TASBO) “Bonds, Buildings & Beyond” program in Fort Worth, Texas, on March 27-28, 2018. 

Jonathan’s presentation provided comprehensive insights into the process for calling a bond election. Major topics included: (i) a description of the election timeline, with a focus on the procedural issues that are the focus of the Attorney General's review of election proceedings when bonds are issued, (ii) a discussion of how districts approach bond propositions and ballot language, (iii) financial information required to be included in an order calling a bond election, and (iv) considerations regarding the creation of a contract with the voters. The presentation also addressed the significant changes to the election process that were introduced but failed to pass during the 2017 legislative session and the reform package proposed by Governor Abbott for consideration in the 2019 legislative session.
